Participation and Representation in Local Government Speech

Abstract
Local government meetings are the most common formal channel through which residents speak directly with elected officials, contest policies, and shape local agendas. However, data constraints typically limit the empirical study of these meetings to agendas, single cities, or short time horizons. We collect and transcribe a massive new dataset of city council meetings from 115 California cities over the last decade, using advanced transcription and diarization techniques to analyze the speech content of the meetings themselves. We document two sets of descriptive findings: First, city council meetings are frequent, long, and vary modestly across towns and time in topical content. Second, public participants are substantially older, whiter, more male, more liberal, and more likely to own homes than the registered voter population, and public participation surges when topics related to land use and zoning are included in meeting agendas. Given this skew, we examine the main policy lever municipalities have to shift participation patterns: meeting access costs. Exploiting pandemic-era variation in remote access, we show that eliminating remote options reduces the number of speakers, but does not clearly change the composition of speakers. Collectively, these results provide the most comprehensive empirical portrait to date of who participates in local democracy, what draws them in, and how institutional design choices shape both the volume and composition of public input.
Transit network design depends not only on the optimization algorithm but also on who shows up to the public hearing. Current practice often collects one-directional comments from self-selected attendees, leaving participant mix as an uncontrolled source of outcome variation. We present AGORA, a framework that holds the network, demand, and solver fixed while systematically varying meeting composition through stakeholder agents, structured deliberation, and governance gates. Across two standard benchmark networks at different scales, we find that (i) aggregate outcomes vary little across compositions, but on tail risk and fairness disparity, representative sampling still tends to outperform skewed compositions; (ii) without deliberation, composition produces no variation at all, showing that deliberation is the mechanism through which who attends affects outcomes; and (iii) governance gates compress cross-profile variance without shifting the average outcome on Mandl, but low acceptance on Mumford0 shows thresholds require instance-specific calibration. These findings reframe participation bias from an uncontrollable input to a process-design problem: even without guaranteed representative attendance, well-structured deliberation and governance criteria can substantially reduce how much outcomes depend on who is in the room.
Analyses of legislative behavior often rely on voting records, overlooking the rich semantic and rhetorical content of political speech. In this paper, we ask three complementary questions about parliamentary discourse: how things are said, what is being said, and who is speaking in discursively similar ways. To answer these questions, we introduce a scalable and generalizable computational framework that combines diachronic stylometric analysis, contextual topic modeling, and semantic clustering of deputies' speeches. We apply this framework to a large-scale case study of the Brazilian Chamber of Deputies, using a corpus of over 450,000 speeches from 2003 to 2025. Our results show a long-term stylistic shift toward shorter and more direct speeches, a legislative agenda that reorients sharply in response to national crises, and a granular map of discursive alignments in which regional and gender identities often prove more salient than formal party affiliation. More broadly, this work offers a robust methodology for analyzing parliamentary discourse as a multidimensional phenomenon that complements traditional vote-based approaches.

In online meeting delegation, LLM agents fail to recognize when to speak. With no structured way to track stances, coverage, and floor, they miss the moments where they should contribute. Prompt-only delegates stay silent on 51.4% of the absent participant's talking opportunities on the AMI corpus. We present CAPA (Collaborative Agent Predictive Architecture), an architecture for online meeting delegation. A Perceiver updates the meeting state from each observed turn. A Predictor forecasts how the conversation will continue. A Controller decides whether to speak and which proposition to surface. A Generator phrases the chosen contribution in the participant's style. Two judges score the forecast and the action against the next observed turn. A Recalibrator updates the meeting state from those verdicts for future decisions. To evaluate online delegation, we introduce an episode-level protocol that scores whether, when, and what a delegate contributes around the participant's actual idea units. The protocol's schema-constrained LLM judges align with human annotations at Cohen's kappa = 0.71. On 137 AMI meetings, CAPA reduces the silence rate from 51.4% to 2.5%, doubles credited recovery (26.1 --> 52.2), and keeps hallucination at 0.6%. The failure mode shifts from omission to selection, with each residual near-miss attributable to a specific module of the architecture. Mechanism ablations identify the meeting state as the lever that closes the recognition gap, where raw-context scaling alone does not.
