Abstract
Large language models (LLMs) are increasingly applied in financial scenarios. However, they may produce harmful outputs, including facilitating illegal activities or unethical behavior, posing serious compliance risks. To systematically evaluate LLM safety in finance, we propose FinSafetyBench, a bilingual (English-Chinese) red-teaming benchmark designed to test an LLM's refusal of requests that violate financial compliance. Grounded in real-world financial crime cases and ethics standards, the benchmark comprises 14 subcategories spanning financial crimes and ethical violations. Through extensive experiments on general-purpose and finance-specialized LLMs under three representative attack settings, we identify critical vulnerabilities that allow adversarial prompts to bypass compliance safeguards. Further analysis reveals stronger susceptibility in Chinese contexts and highlights the limitations of prompt-level defenses against sophisticated or implicit manipulation strategies.
Existing safety benchmarks target general adversarial scenarios but miss finance-specific risks. Financial LLMs face regulatory compliance violations, fraud facilitation, and systemic trust erosion that require targeted evaluation. We introduce FinRED, an expert-guided red-teaming framework for financial LLM safety evaluation developed with financial experts. FinRED uses a novel two-level taxonomy mapping global standards (e.g., FATF and EU DORA) to threats ranging from regulatory evasion to complex fraud, integrated with a scalable pipeline that converts real financial documents into context-rich red-teaming Behavioral Prompts (seeds) through an expert-defined schema. Rigorous expert validation confirms seed plausibility and realism for meaningful LLM safety evaluation. We also provide an expert-validated, finance-specific rubric that goes beyond disclaimer checks, aligns more closely with human experts than static one-size-fits-all rubrics, and reduces critical false negatives from 28 to 12. Aligned with internationally adopted risk-management and information-security standards (e.g., ISO/IEC 27001), FinRED is deployed in South Korea's Financial Security Institute (FSI) regulatory sandbox for generative AI security evaluation in real financial services. Large language models are becoming increasingly significant in financial applications. Nevertheless, prevailing benchmarks are largely dependent on simulated or generic data, which leads to a significant gap between reported performance and actual efficacy in real-world scenarios. To tackle this challenge, we present BizFinBench.v2, the first integrated offline and online benchmark built upon authentic user query-response data from both Chinese and U.S. equity markets. It comprises 28,860 questions across eight offline and two online tasks. Experimental results show that GPT-5 achieves a mere 61.5% accuracy, still failing to meet the practical business requirement (84.8%). Among the evaluated commercial models, DeepSeek-R1 exhibits superior investment efficacy. Error analysis grounded in real financial practice reveals persistent limitations in existing models. By overcoming the constraints of prior benchmarks, BizFinBench.v2 provides a substantiated foundation for advancing LLM deployment in the financial sector. As large language models (LLMs) are increasingly deployed in financial services, a single non-compliant interaction can expose institutions to regulatory penalties and direct consumer harm. Existing guard models are built around general harm taxonomies and overlook violations grounded in specific financial regulations. We address this gap with a regulation-driven pipeline that operates directly on regulatory documents, inducing a financial compliance risk taxonomy and synthesizing grounded training data without any predefined violation categories. Instantiating the pipeline on Chinese financial regulations, we release \textbf{FinGuard-Bench}, to our knowledge the first benchmark for financial regulatory compliance detection, with expert-annotated labels at both the query and response levels. We further train \textbf{FinGuard}, a financial compliance detection model built on Qwen3-8B and trained on the regulation-grounded data via supervised fine-tuning and self-play reinforcement learning. On FinGuard-Bench, FinGuard substantially outperforms all baselines, including dedicated guard models and much larger general-purpose LLMs such as Qwen3.5-397B-A17B and GPT-5.1. Furthermore, FinGuard also preserves general safety capabilities and adapts to unseen institution-specific policies using policy documents alone.
