Beyond Catalogue Counts: the Dataset Visibility Asymmetry in Low-Resource Multilingual NLP

Abstract

Multilingual NLP often relies on dataset counts from centralized catalogues to characterize which languages are resource-rich or resource-poor. However, these catalogues record only one layer of dataset visibility: what has been registered or institutionally distributed. They do not necessarily reflect which datasets are created, cited, or reused in the research literature. To examine this gap, we combine a catalogue-based baseline with literature-backed evidence of dataset circulation. We introduce the Resource Density Index (RDI), defined as the number of catalogued datasets per one million speakers, and compute it for the 200 most widely spoken languages in Ethnologue. Among them, 118 languages (59%) have an average RDI of zero across the LRE Map and the Linguistic Data Consortium (LDC), and another 23 fall below 0.1, corresponding to at most one catalogued dataset per ten million speakers. We then apply an LLM-assisted citation-mining pipeline over the Semantic Scholar corpus to these 141 low-visibility languages. After manual validation and consolidation, we identify 609 unique datasets across 53 languages, of which 356 remain openly accessible through working public links. These results reveal a substantial visibility gap: many large-speaker languages appear data-poor in catalogue records yet show clear evidence of dataset activity in the research literature. Our findings suggest that multilingual data scarcity should be understood not only as a production problem, but also as a question of documentation, discoverability, and long-term accessibility. BhashaSutra: A Task-Centric Unified Survey of Indian NLP Datasets, Corpora, and Resources

India's linguistic landscape, spanning 22 scheduled languages and hundreds of marginalized dialects, has driven rapid growth in NLP datasets, benchmarks, and pretrained models. However, no dedicated survey consolidates resources developed specifically for Indian languages. Existing reviews either focus on a few high-resource languages or subsume Indian languages within broader multilingual settings, limiting coverage of low-resource and culturally diverse varieties. To address this gap, we present the first unified survey of Indian NLP resources, covering 200+ datasets, 50+ benchmarks, and 100+ models, tools, and systems across text, speech, multimodal, and culturally grounded tasks. We organize resources by linguistic phenomena, domains, and modalities; analyze trends in annotation, evaluation, and model design; and identify persistent challenges such as data sparsity, uneven language coverage, script diversity, and limited cultural and domain generalization. This survey offers a consolidated foundation for equitable, culturally grounded, and scalable NLP research in the Indian linguistic ecosystem.

AtlasNLP: A Country-Aware Atlas of Dataset Representation in NLP

Understanding which countries are represented in NLP datasets is essential for identifying gaps, targeting data collection, measuring progress, and informing AI policy. However, geographic metadata is very rarely available, and country-level representation is often hidden behind broad language-level claims. We introduce AtlasNLP, a country-aware atlas of over 13,000 NLP dataset records across normalized NLP task categories, tracking both the populations represented and where datasets are produced. AtlasNLP includes AtlasNLP-Gold, a human-curated reference set, and AtlasNLP-Core, an ACL-derived large-scale collection. Using this resource, we show that (1) dataset coverage is highly uneven across countries and tasks; (2) dataset production and representation are geographically asymmetric; and (3) language coverage does not imply geographic representation. These findings reveal blind spots in current dataset documentation practices and motivate more explicit geographic metadata for country-aware NLP evaluation.

Which Are the Low-Resource Languages of the Semantic Web?

Emerging digital technologies are exacerbating the existing divide in Open Access Data (OAD) between high-and low-resource languages, excluding many communities from the global digital transformation. Multilingual Linked Open Data Knowledge Graphs (LOD KGs) could contribute to mitigating this divide through cross-lingual transfer; however, no clear quantitative definition of low-resource languages has yet been established in the context of LOD KGs. In this poster, we present a methodology to analyze the distribution of languages across LOD KGs and propose a preliminary multi-level categorization based on DBpedia, BabelNet, and Wikidata. This categorization is leveraged to bring a formal definition of low-, high-, and medium-resource languages that could be later leveraged to select cross-lingual transfer candidates.
