RTI-Bench: A Structured Dataset for Indian Right-to-Information Decision Analysis

Abstract

India's Right to Information Act, 2005 gives every citizen the right to demand information from public authorities, yet in practice most people cannot make sense of the dense administrative language used in Central Information Commission (CIC) decisions, let alone predict whether an appeal is worth filing. This paper introduces RTI-Bench, a structured dataset of CIC decisions with outcome labels, exemption citations, IRAC-style reasoning components, and procedural timelines. To the best of our knowledge it is the first publicly released structured dataset for Indian RTI administrative decisions. The dataset draws from two sources: 1,218 cases from a publicly available instruction-response corpus (with structured fields added through rule-based extraction), and 298 CIC decision PDFs collected directly from the Commission portal, spanning five commissioners and three document format generations from 2023 to 2026. Label coverage reaches 89% on the instruction-response corpus. For the PDF subset of 239 primary decisions, coverage is 51% in this first release. A random sample of 50 labelled cases was manually reviewed, yielding a label precision of 95.3%. A zero-shot Mistral 7B baseline on 100 cases gives 57.3% accuracy and 37.0% macro-F1 on outcome prediction, well above the majority-class baseline of 14.3% macro-F1. Sri Lanka Document Datasets: A Large-Scale, Multilingual Resource for Law, News, and Policy

We present a collection of open, machine-readable document datasets covering parliamentary proceedings, legal judgments, government publications, news, and tourism statistics from Sri Lanka. The collection currently comprises of 278,621 documents (80.7 GB) across 26 datasets in Sinhala, Tamil, and English. The datasets are updated daily and mirrored on GitHub and Hugging Face. These resources aim to support research in computational linguistics, legal analytics, socio-political studies, and multilingual natural language processing. We describe the data sources, collection pipeline, formats, and potential use cases, while discussing licensing and ethical considerations. This manuscript is at version v2026-07-02-0940.

Train, Retrieve, or Both? A Four-Arm Head-to-Head for Correct Statutory Citation on the Ontario Residential Tenancies Act

Self-represented tenants, landlords, and help-desk staff need to be pointed at the provision of law that actually governs a question, with a correct statutory citation. We study this task on the Ontario Residential Tenancies Act, 2006 (RTA) and its core regulation, asking the operator's question empirically: is fine-tuning enough, or is hybrid retrieval needed? We run a four-arm head-to-head on Qwen2.5-7B-Instruct (base zero-shot, LoRA SFT-only, RAG-only, and an SFT+RAG hybrid), scored on citation exact-match (section+subsection) over a small, human-verification-pending real eval set. The base model cannot cite the RTA and SFT-only mis-recalls sections; retrieval is essential and drives hallucination to zero by construction; and the SFT+RAG hybrid scores highest at 0.481 exact-match with zero hallucinated citations. Its edge comes from SFT making provision selection more robust to the higher-recall candidate sets that hurt zero-shot RAG. Notably, this cheap bge-small hybrid matches or beats a pipeline built on bigger, specialized retrieval models (a larger embedder and a cross-encoder reranker), and a larger/improved training set does not help either: strong statutory-citation performance here does not require specialized retrieval models or more data. The artifact zeroes hallucination and clears the lift-over-base bar but does not reach the aspirational 0.70 exact-match target. All results are on a small, human-verification-pending real eval set and are reported as preliminary.

KrishokChat: A Citation-Grounded Dataset and Benchmark for Bengali Agricultural Advisory

We present KrishokChat, the first citation-grounded Bengali agricultural instruction-tuning dataset for crop advisory in low-resource settings. We establish a foundation of 290 hierarchical Knowledge Nodes, extracting disease symptoms, management practices, chemical dosages, and verbatim citations from 129 domain-filtered agricultural manuals. Every training instance inherits a verified citation header, guaranteeing 100% citation provenance. Using a Partitioned Seed Generation Matrix, these nodes are expanded into 139,200 supervised fine-tuning pairs, and augmented with 5,300 chemical safety and 1,000 adversarial safety instances, yielding 145,500 QA pairs across 18 crop categories. To evaluate real-world performance, we introduce the Farmer Benchmark, comprising 1,001 authentic farmer queries curated from field surveys and digital portals. Empirical evaluation on Gemma-4-E2B reveals that while fine-tuning on KrishokChat vastly improves structured formatting, standalone models still struggle with exact chemical dosage generalization. This highlights the dataset's true value as a verified knowledge base for retrieval-augmented generation (RAG) rather than mere parametric memorization.
