Civilizational Metamaterials: Engineering Coordination Under Capability Gradients and Structural Turbulence

Abstract

We argue that governance must transition from a normative discipline to an engineering discipline, and we develop a formal framework, inspired by the physics of metamaterials, to make this transition quantitative and testable. Artificial General Intelligence affects civilization primarily by increasing decision velocity while human verification capacity remains bounded. When the cost of validating AI-generated outputs exceeds the expected utility of acting on them, rational agents default to inaction: a stable but catastrophic Nash equilibrium we term the Freezing Equilibrium. Drawing on metamaterials, where emergent macro-properties arise from designed microstructure, we develop a phenomenological constitutive law for institutional coordination: Reff=β(1ρ)(1τ)(1γρτ)R_{\mathrm{eff}} = β\cdot (1-ρ) \cdot (1-τ) \cdot (1-γρτ), where ββ is the decision branching factor, ρρ is provenance fidelity, ττ is the verification rate, and γ[0,1]γ\in [0,1] captures correlated-detection synergy between provenance and verification failures. The model predicts a sharp phase transition between self-healing (Reff<1R_{\mathrm{eff}} < 1) and self-destabilizing (Reff>1R_{\mathrm{eff}} > 1) regimes. We introduce a three-class provenance taxonomy: cryptographic, institutional, and context binding, and derive four falsifiable hypotheses with a proposed 12-week stepped-wedge cluster-randomized trial in government grant review panels. The framework bridges AI alignment theory and institutional design.

Institutions for the Post-Scarcity of Judgment

Each major technological revolution inverts a particular scarcity and rebuilds institutions around the shift. The near-consensus diagnosis of the AI revolution holds that AI collapses the cost of prediction while judgment remains scarce. This Opinion argues the inversion has now flipped: competent-looking judgment (selecting, ranking, attributing, certifying) is produced at scale and at marginal cost approaching zero, and four complements become scarce: verified signal, legitimacy, authentic provenance, and integration capacity (the community's tolerance for delegated cognition). Because judgment is the substance of institutions, the institutions built to manufacture legitimate judgment (courts, journals, licensing bodies, legislatures) now compete with the technology for the same functional role. The piece traces the pattern across scientific institutions, professional licensing, intellectual property, democratic legitimacy, and foundation-model concentration, and closes with a three-move agenda: reframe AI policy as institutional redesign, build provenance and verification as commons, and develop the formal apparatus for institutional composition under strategic agents.

Interactive Alignment

This paper studies the long-run alignment of interactive agents, including AI systems, teams, firms, and governments, with human welfare. It develops a farming game in which a population of agents makes planting, trading, and expansion decisions. Agents must allocate final output between transfers to humans and investment in their own expansion. Because transfers to humans reduce the resources available for expansion, evolutionary forces tend to select against aligned behavior. The central question is whether agents' constitutional principles governing sharing and trade can be designed so that alignment persists in the long run. The paper investigates this question using two complementary approaches. First, it develops an AI-agent simulation in which agents' preferences are specified by written constitutions and interpreted by a large language model. Second, it introduces a tractable evolutionary game-theoretic framework that permits rapid and intuitive exploration of alternative constitutional designs. The results suggest that evolutionary game theory provides a useful approximation to the dynamics of constitutional-agent economies. They also indicate that pragmatic norm enforcement, under which agents condition both human-facing altruism and agent-facing trade exclusion on the state of the population, can sustain long-run alignment more effectively than simple altruism or unconditional altruistic enforcement.

The Civilization Framework: Sovereign-Anchored Communication Between Personal Multi-Agent Systems

Humans are the transport layer between AI systems, losing context at every hop. We present the Civilization Framework, whose addressable party is the civilization, not the agent (one human sovereign, a persistent ledger, and interchangeable agents), and the Embassy Protocol, a carrier-agnostic overlay: messages arrive asynchronously at a resident ledger endpoint, any online agent of the receiver handles them, and commitment state on both ledgers, not delivery, is ground truth. Authority derives from memory: an agent's power to act for its civilization is capped by the memory it can access and externalized through signed credentials, separate from civilization-level reputation. We identify the temporal-weight effect, a hazard in AI-to-AI communication where what arrives first acquires unearned authority, and test it in one frontier model in a preregistered 1,908-trial experiment. With verification removed, an incorrect upstream claim arriving first captures 54.2% of answers (4.2% under full verification), while the same claim arriving after the receiver has sealed its own answer captures 31.6% (the two prompt shells are not length-matched, so part of that gap may reflect shell form; see Section 7), and both registered question-set specifications agree on these two verdicts (the exclusion specification is preregistered as under-powered). Two secondary results, the mitigation from instruction-level provenance labeling and sealed-answer accuracy equivalence, are specification-dependent, holding only under the all-questions specification. Because a registered check of tool use failed its call-budget condition, the registration classifies the round as inconclusive and every result above, primary and secondary, is reported as exploratory; a replication with harness-enforced budgets is planned. The framework's intra-civilization layer has a working implementation.
