COEVO: Co-Evolutionary Framework for Joint Functional Correctness and PPA Optimization in LLM-Based RTL Generation

Abstract

LLM-based RTL code generation methods increasingly target both functional correctness and PPA quality, yet existing approaches universally decouple the two objectives, optimizing PPA only after correctness is fully achieved. Whether through sequential multi-agent pipelines, evolutionary search with binary correctness gates, or hierarchical reward dependencies, partially correct but architecturally promising candidates are systematically discarded. Moreover, existing methods reduce the multi-objective PPA space to a single scalar fitness, obscuring the trade-offs among area, delay, and power. To address these limitations, we propose COEVO, a co-evolutionary framework that unifies correctness and PPA optimization within a single evolutionary loop. COEVO formulates correctness as a continuous co-optimization dimension alongside area, delay, and power, enabled by an enhanced testbench that provides fine-grained scoring and detailed diagnostic feedback. An adaptive correctness gate with annealing allows PPA-promising but partially correct candidates to guide the search toward jointly optimal solutions. To preserve the full PPA trade-off structure, COEVO employs four-dimensional Pareto-based non-dominated sorting with configurable intra-level sorting, replacing scalar fitness without manual weight tuning. Evaluated on VerilogEval 2.0 and RTLLM 2.0, COEVO achieves 97.5% and 94.5% Pass@1 with GPT-5.4-mini, surpassing all agentic baselines across four LLM backbones, while attaining the best PPA on 43 out of 49 synthesizable RTLLM designs.

HYPERHEURIST: A Simulated Annealing-Based Control Framework for LLM-Driven Code Generation in Optimized Hardware Design

Large Language Models (LLMs) have shown promising progress for generating Register Transfer Level (RTL) hardware designs, largely because they can rapidly propose alternative architectural realizations. However, single-shot LLM generation struggles to consistently produce designs that are both functionally correct and power-efficient. This paper proposes HYPERHEURIST, a simulated annealing-based control framework that treats LLM-generated RTL as intermediate candidates rather than final designs. The suggested system not only focuses on functionality correctness but also on Power-Performance-Area (PPA) optimization. In the first phase, RTL candidates are filtered through compilation, structural checks, and simulation to identify functionally valid designs. PPA optimization is restricted to RTL designs that have already passed compilation and simulation. Evaluated across eight RTL benchmarks, this staged approach yields more stable and repeatable optimization behavior than single-pass LLM-generated RTL.

LLM4RTL: Tool-Assisted LLM for RTL Generation

Large language models (LLMs) have facilitated impressive progress in software engineering, code generation, tooling, and systems. Concurrently, a significant body of research has developed which explores a growing variety of methods and systems for applying LLMs to hardware and chip design (e.g., systems for RTL code generation based on functional description). However, when it comes to open Verilog/RTL code-generation, we need high-quality training samples to build specialized and more effective LLM systems through fine-tuning or low-rank adaptation. Here, we propose a ``judge-renew-check-renew-check'' (JRCRC) pipeline which updates a current public dataset using a hierarchy of state-of-the-art commercial LLM models differing in their costs and capabilities in RTL code generation. This approach achieves a cost-effective mechanism for filtering and refining code-generation samples into a higher-quality training dataset. Our experiments also identify some common weaknesses of LLMs in rule-based reasoning and logic, and consequently, in RTL code-generation. Having identified these weaknesses, we develop an architecture for incorporating pre-processing tools to dynamically assist the LLMs in inferring logical relationships from tabular data formats. With our tools-assisted architecture for RTL code generation, we achieve significant overall performance gains in the VerilogEval benchmark and outperform many state-of-the-art methods. Our LLM4RTL system achieves performance comparable to that of GPT-4O using a significantly much smaller LLM.

EstRTL: Functional Estimation Guided RTL Code Generation

Optimizing register transfer level (RTL) code is of vital importance in hardware design. Large language models (LLMs) provide new methods for the automatic generation and optimization of RTL code, offering the potential to significantly accelerate the design process and reduce human effort. However, existing methods for generating RTL code often focus on model fine-tuning and the use of various expansion techniques to enhance the RTL code generation capabilities, lacking attention to the functional correctness. Ensuring that the generated RTL code not only compiles successfully but also behaves as intended in real hardware implementations remains a critical challenge. To address this issue, we propose EstRTL, an LLM-powered collaborative agent framework for RTL code generation based on static functional score estimation. EstRTL operates a three-stage paradigm: Generation, Estimation and Correction. During the stages, the functional estimation agent statically evaluates the generated code based on score and assessment results, and decides whether to output the code directly, return it for regeneration, or forward it to the code correction agent. This framework can be applied to various LLMs that designed for RTL code generation, further enhancing the correctness of the generated code. By providing quantitative scores and human-readable requirements comparisons, it improves the transparency of AI-assisted RTL code generation. Experiments show that EstRTL significantly improves the correctness of RTL code generation by generic LLM by 3.2%-9.0%, demonstrating the practical value of our system.
