Which Institutional Frameworks Do Chatbots Assume? Auditing Jurisdictional Defaults in Multilingual LLMs

Abstract

LLMs increasingly answer questions about taxes, labor protections, healthcare, education, pensions, and administrative procedures, where usefulness often depends on the applicable jurisdiction. Multilingual users may write in their most comfortable language rather than one associated with the country or region whose rules apply. We ask whether deployed LLMs use input language as a default jurisdictional signal when prompts omit any country or region. Prior multilingual audits show that prompt language can shift cultural, political, or normative outputs; we examine which legal-administrative framework models supply when jurisdiction is underspecified. We evaluate seven LLMs developed in the United States or China on 60 underspecified legal-administrative prompts in English and Mandarin Chinese under three system-prompt conditions, yielding 2,520 manually annotated responses. Across models and conditions, Chinese input more often produces China-specific answers, while English input more often produces U.S.-specific, comparative, or generic answers. Prompts requiring a single answer further increase jurisdiction selection: pooled across models, 74.5% of English-input responses adopt a U.S. framework, while 53.3% of Chinese-input responses adopt a China framework. This directional pattern appears in all seven models. We describe this deployment-level pattern as institutional-framework misselection risk: a fluent answer may rely on a legal-administrative context the user did not intend, especially when their preferred language differs from the relevant jurisdiction. LLM interfaces should not route institutional advice by input language alone; when location is absent, they should request it or state the jurisdictional scope of the answer.

Multi-Legal-Bench: Evaluating LLMs on Legal Reasoning Across Jurisdictions, Languages, and Legal Traditions

Legal NLP benchmarks overwhelmingly evaluate a single language or aggregate tasks that differ fundamentally across jurisdictions, making cross-lingual comparison impossible. We introduce Multi-Legal-Bench, the first cross-jurisdictional legal benchmark that evaluates identical tasks across six countries (Ukraine, France, Netherlands, Poland, Czech Republic, Lithuania), four language families, and 134 million court decisions. The benchmark defines five tasks court-type classification, judgment form classification, case-outcome prediction, legal norm extraction, and cause category prediction mapped to structured metadata from national court registries, forming a deliberately sparse 5x6 task-jurisdiction matrix (20 of 30 cells filled). We evaluate 7 frontier LLMs under zero-shot and 3-shot prompting via AWS Bedrock, with 4 additional small/medium models (3-12B) for scaling analysis. Our results reveal that: (1) task-dependent few-shot effects discovered in Ukrainian replicate across all jurisdictions; (2) no single model dominates any language rankings shift with both task and jurisdiction; (3) cross-lingual few-shot transfer does not follow language proximity: UA->FR (Romance, -2.1 pp) transfers better than UA->PL (Slavic, -13.7 pp), with label-set alignment predicting transfer quality better than language family; and (4) tokenizer fertility, despite a 2.3x spread, does not significantly predict cross-lingual accuracy (r=-0.27, p=0.14), suggesting that model architecture and pretraining data dominate tokenizer efficiency. We release all data, prompts, and model predictions.

Location Not Found: Exposing Implicit Local and Global Biases in Multilingual LLMs

Multilingual large language models (LLMs) have minimized the fluency gap between languages. This advancement, however, exposes models to the risk of biased behavior, as knowledge and norms may propagate across languages. In this work, we aim to quantify models' inter- and intra-lingual biases, via their ability to answer locale-ambiguous questions. To this end, we present LocQA, a test set containing 2,156 questions in 12 languages, referring to various locale-dependent facts such as laws, dates, and measurements. The questions do not contain indications of the locales they relate to, other than the querying language itself. LLMs' responses to LocQA locale-ambiguous questions thus reveal models' implicit priors. We used LocQA to evaluate 32 models, and detected two types of structural biases. Inter-lingually, we show a global bias towards answers relevant to the US-locale, even when models are asked in languages other than English. Moreover, we discovered that this global bias is exacerbated in models that underwent instruction tuning, compared to their base counterparts. Intra-lingually, we show that when multiple locales are relevant for the same language, models act as demographic probability engines, prioritizing locales with larger populations. Taken together, insights from LocQA may help in shaping LLMs' desired local behavior, and in quantifying the impact of various training phases on different kinds of biases.

Personas Differ from Native-Language Generation: Language Pathways Shape LLM Interpersonal Advice

LLMs are increasingly used for interpersonal advice and as tools for studying social behavior across languages and cultures. A common shortcut for eliciting language- or culture-related variation is to ask a model to answer as a native speaker. We test whether this native-speaker persona reproduces the outputs obtained when models instead generate advice in the target language and translate the response back into English. Using 600 interpersonal advice questions across 13 languages and eight LLMs, we compare native-language generation followed by translation (NL) with native-speaker persona prompting (NP), measuring linguistic style, behavioral scaffolding, and forced-choice action recommendations. We find that NP and NL are not interchangeable. Compared to NL, NP often increases lexical social cues, including affiliation and positive tone, while reducing qualities such as concreteness and social attunement; NP also provides less actionable scaffolding in open-ended advice. In forced-choice scenarios, NP changes which action the model selects, favoring confrontation over redirection, with effect sizes varying across languages, topics, and models. Our results show that cross-lingual elicitation strategy is a consequential methodological choice that can change both how advice is framed and which actions models recommend.
