Existing research largely reduces cultural intelligence in LLMs to a knowledge-level problem, overlooking whether models can effectively utilize their acquired knowledge in realistic scenarios. To bridge this gap, we introduce CultureForest, a benchmark for \textit{Cultural Norm Grounded Reasoning}. Each question is grounded in a small set of atomic norms, enabling verifiable and attributable evaluation. CultureForest comprises 5,378 examples across 8 domains and 53 countries/regions, and supports a progressive evaluation from multiple-choice to open-ended generation. Extensive experiments reveal that even top-tier models degrade substantially in open-ended settings, accompanied by pronounced cross-region disparities. Through targeted analysis, we uncover several consistent patterns: (1) test-time reasoning yields limited gains and may exacerbate inequity; (2) models exhibit highly shared regional preference structures; (3) model responses are markedly conservative, especially under stricter cultural constraints; and (4) by disentangling cultural knowledge acquisition from cultural reasoning, we show that while LLMs possess substantial cultural knowledge, their performance is further bottlenecked by its effective use. These findings point to a necessary shift from knowledge-centric evaluation toward measuring knowledge-grounded reasoning.
To interact with users fairly and without stereotyping, AI models must display cultural competency, i.e., the ability to infer and adapt to a user's implicitly signaled cultural values, rather than relying on static demographic traits. We introduce CCBENCH, a framework for evaluating cultural competency in large language models (LLMs), treating culture as a continuum of norm adherence states rather than as a binary state of cultural belongingness. As a case study on health, we create CCBENCH-Health, which includes 60 theoretically grounded personas exhibiting varied norm-adherence states across six cultures, each engaging in 18 realistic dialogues. Each persona is evaluated on 52 authentic healthcare questions drawn from real user forums, yielding 3,120 unique interactions. Benchmarking five leading models reveals that even the best achieve culturally appropriate responses only 20-30% of the time. When explicitly prompted to focus on culturally relevant cues from the conversational history (CoT), performance improves modestly by 3-5% on average. We find that models perform best when personas avoid cultural norms rather than follow them, revealing a persistent asymmetry, suggesting a preference in the models to align with built-in biases than adapt to cultural cues. This is especially observed in the Afghan context (Avg: 8.8%), where cultural cues rarely yield appropriate health advice. Finally, we find that models sometimes adapt more readily to implicit, cultural conversational styles than to explicitly stated cultural practices, though this varies across cultures.

Multilingual fluency often invites a stronger assumption: a model that can speak a user's language must also understand the culture encoded by that language. We call this the Illusion of Cultural Alignment. To test this assumption directly, we introduce MSQA, a benchmark of 1,064 natively sourced questions across 11 language groups, five cultural dimensions, and three difficulty tiers. Unlike translated benchmarks, MSQA targets locally grounded knowledge and reduces shortcuts from English-centric cross-lingual transfer. Evaluating 18 LLMs, we find substantial cultural degradation and a pronounced Locality Effect: cultural competence tracks pre-training exposure more closely than general reasoning ability. We further show that common inference-time remedies do not dissolve the illusion. Models remain overconfident on unfamiliar cultural questions, repeated sampling yields unstable rather than reliable correctness, and retrieval augmentation helps unevenly on long-tail facts. These findings indicate that cultural alignment cannot be inferred from multilingual ability alone and requires deeper intervention than calibration, sampling, or retrieval at inference time
As large language models (LLMs) are increasingly deployed to users around the world, they are integrated into everyday tasks across diverse cultural contexts, from drafting personal communications to brainstorming creative ideas. These tasks are inherently cultural: they require contextual appropriateness, symbolic resonance, and tacit cultural expectations that native speakers draw on instinctively, meaning that a response can be factually plausible yet unmistakably wrong to a local reader. Existing cultural benchmarks have treated culture as a flat set of facts via fact verification or norm entailment methods, and have adopted LLM-as-a-Judge without examining whether they can capture such thick cultural errors. To address this gap, we present JuICE (Benchmark for LLM-Judge in Identifying Cultural Errors), a multilingual dataset of 7,470 span-level annotations of cultural and linguistic errors in long-form LLM responses. It covers 1,050 query-response pairs from four countries (the United States, South Korea, Indonesia, and Bangladesh), in both English and their countries' main languages. Using JuICE, we find that even the strongest LLM-judge achieves only an F1 of 0.52 in the erroneous span detection task. Furthermore, LLM-judges consistently miss thick cultural errors that local residents readily identify. Our findings suggest that robust cultural evaluation must move beyond surface-level detection toward frameworks that account for the depth and situatedness of cultural meaning.
