The AI Legal Specialist: A Juridically Autonomous Professional Profile for AI Governance

Abstract

The rapid global expansion of artificial intelligence regulation has generated, across multiple jurisdictions, a demand for legal expertise dedicated to AI that the market has addressed in a fragmented manner. Data protection officers extend their remit beyond data protection law; privacy lawyers reposition themselves toward AI; compliance officers add AI chapters to their existing manuals. This paper argues that none of these adaptive responses adequately covers the professional space opened by the emerging global AI regulatory landscape, of which the EU Artificial Intelligence Act (Regulation (EU) 2024/1689) is the most comprehensive instance, alongside the Council of Europe Framework Convention on AI, the United States executive and sectoral framework, and analogous initiatives in the United Kingdom, Canada, Brazil, China, Japan, Singapore, and beyond. A distinct professional profile is required: the AI Legal Specialist, conceived as a jurist -- understood broadly to encompass any professional with advanced legal training -- operating at the intersection of legal interpretation and AI governance. The profile is juridically autonomous: it derives its existence from the structure of regulatory obligations generated wherever AI is subject to substantive regulation, rather than from any technical standard or the extension of adjacent roles. The paper provides a juridically grounded definition of the profile, argues for its autonomy from adjacent figures and international standards, proposes a reference competence architecture aligned with the European e-Competence Framework (e-CF, EN 16234-1) as a methodological choice, and articulates the conditions for its operational measurement through key performance indicators. The contribution is intended as a foundation for international standardization of the profile and as a reference for practice, curricula, and adoption across jurisdictions.

This measurement gap is not only methodological but legal: the EU AI Act makes "appropriate accuracy" a binding requirement for high-risk AI used in the judicial domain, yet that requirement cannot acquire operational content without the very doctrinal-reasoning benchmark the field lacks.

AI Literacy for Legal Translation: Developing Digital Resilience

Generative AI is transforming legal translation by introducing opportunities alongside linguistic, technical, legal, ethical and cognitive risks. This chapter examines the implications of AI for professional legal translation and proposes an AI literacy framework tailored to the profession. It argues that AI does not change the fundamental objectives of legal translation but requires an extension of professional competence through AI literacy. The proposed framework comprises four mutually reinforcing dimensions, foundational, procedural, critical and strategic, and conceptualises AI literacy as a transversal component of legal translation competence that fosters digital resilience. It further discusses the pedagogical implications of this framework by proposing classroom activities designed to develop AI literacy in legal translator education, enabling future translators to integrate AI critically, responsibly and in accordance with professional standards.

Engaged AI Governance: Addressing the Last Mile Challenge Through Internal Expert Collaboration

Under the EU AI Act, translating AI governance requirements into software development practice remains challenging. While AI governance frameworks exist at industry and organizational levels, empirical evidence of team-level implementation is scarce. We address this "Last Mile" Challenge through insider action research embedded within an AI startup. We present a legal-text-to-action pipeline that translates EU AI Act requirements into actionable strategies through internal expert collaboration by extracting requirements from legal text, engaging practitioners in assessment and ideation, and prioritizing implementation through collective evaluation. Our analysis reveals three patterns in how practitioners perceive regulatory requirements: convergence (compliance aligns with development priorities), existing practice (current work already satisfies requirements), and disconnection (requirements perceived as administrative overhead). Based on these patterns, we discuss when governance might be treated genuinely or performatively. Practitioners prioritize requirements that serve end-users or their own development needs, but view verification-oriented requirements as box-ticking exercises. This distinction suggests a translation challenge: regulatory requirements risk superficial treatment unless practitioners understand how compliance serves system quality and user protection. Expert collaboration offers a practical mechanism for transforming governance from external imposition to shared ownership and making previously invisible governance work visible and collective.
