Interpretable and Verifiable Hardware Generation with LLM-Driven Stepwise Refinement

Abstract

Large language models (LLMs) have achieved remarkable success in software development. However, they are susceptible to hallucinations, meaning that they can introduce subtle semantic and logical errors. Due to the high stakes in chip design and manufacturing, hardware engineers are still reluctant to rely on LLMs for register-transfer level (RTL) generation. In this paper, we propose a hardware generation framework that combines the creativity and broad knowledge of LLMs with the explainability and mathematical rigor of formal methods. Specifically, we devise a set of transformation rules that cover various design decisions and hardware features. By iteratively applying these rules, an LLM agent can convert a design specification into an RTL program with guaranteed correctness. Experimental results demonstrate the effectiveness and efficiency of the framework.

LLM-based Hardware Development with Hierarchical IRs and End-to-End Multi-Agent Workflow

Large language models (LLMs) are increasingly used in software development, but their use in complex hardware design remains limited. This gap stems from both the scarcity of public hardware training data and the fundamentally different methodologies used in hardware design. In particular, applying LLMs to hardware requires more than direct RTL generation: the model must understand module boundaries, inter-module connections, and verification requirements. In this paper, we present an LLM-based hardware development framework with hierarchical intermediate representations (IRs) and an end-to-end multi-agent workflow. The core idea is to provide an abstraction of hardware design to LLMs through two structured IRs: Architectural Sketch, which captures module topology and interconnection, and Operational Specification, which defines per-module functionality and interfaces. Our framework uses these IRs to decompose a complex design into sub-modules, specify the per-block functionality, and derive how each module should be tested and verified. We incorporate a multi-agent debug loop in the framework, allowing agents to get the error feedback and control the debug details such as the signals to be probed for simulation. We evaluate our framework on Verilog-Eval benchmark, achieving a pass@5 rate of 95.5%, which surpasses current state-of-the-art LLM generation frameworks. To better assess performance on complex, realistic designs, we introduce a new case study spanning applications from general-purpose processors to digital signal processing systems. Experimental results indicate that such complex designs exceed the capabilities of existing approaches, whereas our framework is the only one capable of producing functional end-to-end design. Our generated RTL follows all industry-standard design rules, is lint-clean, functionally correct and fully synthesizable.

HYPERHEURIST: A Simulated Annealing-Based Control Framework for LLM-Driven Code Generation in Optimized Hardware Design

Large Language Models (LLMs) have shown promising progress for generating Register Transfer Level (RTL) hardware designs, largely because they can rapidly propose alternative architectural realizations. However, single-shot LLM generation struggles to consistently produce designs that are both functionally correct and power-efficient. This paper proposes HYPERHEURIST, a simulated annealing-based control framework that treats LLM-generated RTL as intermediate candidates rather than final designs. The suggested system not only focuses on functionality correctness but also on Power-Performance-Area (PPA) optimization. In the first phase, RTL candidates are filtered through compilation, structural checks, and simulation to identify functionally valid designs. PPA optimization is restricted to RTL designs that have already passed compilation and simulation. Evaluated across eight RTL benchmarks, this staged approach yields more stable and repeatable optimization behavior than single-pass LLM-generated RTL.

StepPRM-RTL: Stepwise Process-Reward Guided LLM Fine-Tuning for Enhanced RTL Synthesis

Automatic generation of RTL code for digital hardware designs remains challenging due to long-horizon reasoning, multi-step dependencies, and strict correctness constraints in Verilog and VHDL. We present StepPRM-RTL, a novel framework that combines stepwise trajectory modeling, process-reward modeling (PRM), and retrieval-augmented fine-tuning (RAFT) to enhance both the functional correctness and reasoning fidelity of LLM-based RTL code generation. StepPRM-RTL constructs stepwise reasoning trajectories from canonical solutions, where each step contains a rationale and incremental code modification. A Process Reward Model (PRM) evaluates intermediate steps, providing dense feedback that guides reinforcement-style updates during RAFT fine-tuning. Monte Carlo Tree Search (MCTS) explores alternative reasoning paths, enriching the training dataset with high-quality trajectories. This integration of stepwise and outcome-aware rewards allows the model to learn both how and why to construct correct RTL, improving long-horizon reasoning beyond standard supervised or outcome-based training. Experimental evaluation on benchmark Verilog and VHDL datasets demonstrates that StepPRM-RTL outperforms the best prior methods by over 10% in functional correctness and reasoning fidelity metrics. Ablation studies confirm that the combination of PRM-guided rewards and stepwise trajectory exploration is key to its performance. StepPRM-RTL generalizes across RTL languages and provides a scalable framework for high-fidelity, interpretable code generation, establishing a new standard for LLM-assisted hardware design automation.
