Whose Voice Counts? Mapping Stakeholder Perspectives on AI Through Public Submissions to the U.S. Government

Abstract

As artificial intelligence (AI) systems become more common in our daily lives, it is important to understand how different stakeholders comprehend and envisage the role that these technologies play in shaping social, political, and economic realities. In this paper, we investigate public perceptions of AI based on a corpus of letters submitted during the public consultation for the Trump Administration's US AI Action Plan. To this aim, we release a corpus cleaning pipeline and perform topic modelling and frequency analysis to explore predominant topics discussed by different subgroups (e.g., academia, individuals, private sector) and those appearing in the AI Action Plan. Our results show that individuals voice strong concerns related to the impact of AI on life, while other stakeholders are more concerned with AI development. Our comparison of topics suggests that the AI Action Plan reflects predominantly the concerns of the private sector on security, policies, and development, with individuals' concerns less represented.

How Anthropomorphic Language Impacts Public Perceptions of AI

Public discourse about artificial intelligence (AI) often uses anthropomorphic language: language that attributes human capabilities and characteristics to the system. This practice has been criticized for setting misleading expectations, inflating claims, and fueling hype around AI, which may distort public understanding of AI and impact policy priorities. We study the effects of anthropomorphic framing by comparing changes in participants' perceptions (N=815) when reading passages with and without anthropomorphic language, designed to reflect realistic public-facing AI discourse. We further examine whether these effects differ across two types of AI technologies -- large language models and recommendation systems -- and measure changes in perceptions of AI across several dimensions that are prominent in current public discourse. In a separate condition using a text that explicitly discusses the dangers of AI, we show that individuals' views of AI can shift in response to reading a text; yet in the main conditions of the experiment, where we compare anthropomorphic and non-anthropomorphic descriptions, we find that whether the text uses anthropomorphic language does not substantially affect participants' perceptions of AI. Our results indicate that any immediate effects on public opinions of AI are modest, although they leave open the possibility that anthropomorphic language could have an effect in naturalistic settings, or over gradual, continued exposure.

Participatory provenance as representational auditing for AI-mediated public consultation

Artificial intelligence is increasingly deployed to synthesize large-scale public input in policy consultations and participatory processes. Yet no formal framework exists for auditing whether these summaries faithfully represent the source population, an accountability gap that existing approaches to AI explainability, grounding and hallucination detection do not address because they focus on output quality rather than input fidelity. Here, participatory provenance is introduced: a measurement framework grounded in optimal transport theory, causal inference and semantic analysis that tracks how individual public submissions are transformed, filtered or lost through AI-mediated summarization. Applied to Canada's 2025-2026 national AI Strategy consultation (n=5,253n = 5{,}253 respondents across two independent policy topics), the framework reveals that both official government summaries underperform a random-participant baseline (9.1%-9.1\% and 8.0%-8.0\% coverage degradation), with 16.9%16.9\% and 15.3%15.3\% of participants effectively excluded. Exclusion concentrates in clusters expressing dissent, scepticism and critique of AI (3333-88%88\% exclusion rates). Brevity, semantic isolation and rhetorical register independently predict representational outcome. An accompanying open-source interactive tool, the Co-creation Provenance Lab, enables policymakers to audit and iteratively improve summaries, establishing genuine human-in-the-loop oversight at scale.

Beyond Killer Robots: General AI Attitudes and Public Support for Military AI in Nine Countries

AI-enabled military systems are a fixture of modern military conflict. Applications vary from autonomous drones for surveillance and attack to AI-supported target selection. The importance of AI for modern conflict shows also in public disputes between governments and technology companies over the conditions for military access to frontier AI. Both military uses and government attempts at enabling and steering them happen before a backdrop of public opinion, yet we still know little about how people think about military AI. Drawing on a preregistered survey of 9,000 respondents in nine countries, including China, Germany, and the United States, we examine whether support for military AI is shaped primarily by general attitudes toward AI, principled opposition to lethal autonomy, or foreign-policy and geopolitical orientations. Across six military AI scenarios that vary in lethality and human control, respondents who view AI as beneficial are substantially more supportive of military AI. Hawkish respondents are also more supportive. By contrast, principled opposition to lethal autonomy is not broadly associated with the full index but is related to the application of fully autonomous lethal force. Contrary to our expectation, perceived AI risks are positively associated with support. Cross-national differences are moderate and broadly consistent with geopolitical context. Overall, public opinion toward military AI appears conditionally permissive. Publics are not categorically opposed to various military uses of AI. Instead, unease is concentrated around fully autonomous lethal force.
