Qwen-Planner-Agent: A Closed-Loop AI-for-AI Framework for Real-World Mobile Planner Agents

Abstract

The rapid progression of large language models is extending AI from passive content generation into the active workflows of engineering and scientific discovery. This shift raises a compelling question: can AI be both the object of development and an active participant in building next-generation AI systems? We explore this question by building Qwen-Planner-Agent within a closed-loop AI-for-AI framework for scalable development and iterative improvement. Mobile planning offers a demanding test of this approach: complex, long-horizon tasks challenge agent reliability, while costly real-device interaction limits development scalability. The framework connects data production, model training, and deployment through a shared action-feedback-verification contract. (i) AI for Data builds a human-gated agentic data flywheel in which specialized agents construct tasks, collect interaction trajectories, curate and balance training data, and use training feedback to guide subsequent data generation. (ii) AI for Training combines a supervised planning cold start with hybrid-environment online agentic reinforcement learning, where we introduce Competence-Aware Reward-and-Advantage Engineering (CARE) to reduce reasoning and tool-use costs while preserving task performance. (iii) AI drives model--harness co-evolution through an execution-evidence-driven loop that orchestrates memory, skills, and tools at runtime and feeds structured action feedback and preserved failure traces back into coordinated model and harness adaptation. Qwen-Planner-Agent achieves the best overall performance among all evaluated models and systems on MobilePA-Bench, improving over its base model across tool use, memory, skills, and sub-agent coordination. Further evaluations of our model show improvements across non-mobile agentic benchmarks while largely preserving general capabilities.

OpenMobile: Building Open Mobile Agents with Task and Trajectory Synthesis

Mobile agents powered by vision-language models have demonstrated impressive capabilities in automating mobile tasks, with recent leading models achieving a marked performance leap, e.g., nearly 70% success on AndroidWorld. However, these systems keep their training data closed and remain opaque about their task and trajectory synthesis recipes. We present OpenMobile, an open-source framework that synthesizes high-quality task instructions and agent trajectories, with two key components: (1) The first is a scalable task synthesis pipeline that constructs a global environment memory from exploration, then leverages it to generate diverse and grounded instructions. and (2) a policy-switching strategy for trajectory rollout. By alternating between learner and expert models, it captures essential error-recovery data often missing in standard imitation learning. Agents trained on our data achieve competitive results across three dynamic mobile agent benchmarks: notably, our fine-tuned Qwen2.5-VL and Qwen3-VL reach 51.7% and 64.7% on AndroidWorld, far surpassing existing open-data approaches. Furthermore, we conduct transparent analyses on the overlap between our synthetic instructions and benchmark test sets, and verify that performance gains stem from broad functionality coverage rather than benchmark overfitting. Agent Planning Benchmark: A Diagnostic Framework for Planning Capabilities in LLM Agents

Planning is central to LLM agents: before acting, an agent must decompose goals, select tools, reason over constraints, and decide when a task is infeasible. Yet existing agent evaluations often report only end-to-end success, making it difficult to determine whether failures stem from planning or execution. We introduce Agent Planning Benchmark (APB), a planning-specific diagnostic benchmark with 4,209 multimodal cases across 22 domains and five settings, covering holistic planning, feedback-conditioned step-wise planning, and robustness under extraneous tools, broken tools, and unsolvable tasks. Across 12 MLLMs, APB reveals systematic weaknesses in long-horizon planning, tool-noise robustness, calibrated refusal, and inference-time refinement. We further validate APB on 200 ToolSandbox tasks and 200 τ2τ^2-bench tasks, where APB-guided refinement consistently improves plan correctness, plan grade, and downstream execution metrics across three representative models. AgenticQwen: Training Small Agentic Language Models with Dual Data Flywheels for Industrial-Scale Tool Use

Modern industrial applications increasingly demand language models that act as agents, capable of multi-step reasoning and tool use in real-world settings. These tasks are typically performed under strict cost and latency constraints, making small agentic models highly desirable. In this paper, we introduce the AgenticQwen family of models, trained via multi-round reinforcement learning (RL) on synthetic data and a limited amount of open-source data. Our training framework combines reasoning RL and agentic RL with dual data flywheels that automatically generate increasingly challenging tasks. The reasoning flywheel increases task difficulty by learning from errors, while the agentic flywheel expands linear workflows into multi-branch behavior trees that better reflect the decision complexity of real-world applications. We validate AgenticQwen on public benchmarks and in an industrial agent system. The models achieve strong performance on multiple agentic benchmarks, and in our industrial agent system, close the gap with much larger models on search and data analysis tasks.
