"Taking Stock at FAccT": Using Participatory Design to Co-Create a Vision for the Fairness, Accountability and Transparency Community

Abstract

As a relatively new forum, ACM FAccT has become a key space for activists and scholars to critically examine emerging AI and ML technologies. It brings together academics, civil society members, and government representatives from diverse fields to explore the broader societal impacts of both deployed and proposed technologies. We report a large-scale participatory design (PD) process for reflexive conference governance, which combined an in-person CRAFT session, an asynchronous Polis poll and the synthesis of a governance-facing report for the FAccT leadership. Participants shaped the substantive agenda by authoring seed statements, adding new statements and making patterns of agreement, disagreement and uncertainty made visible through voting.Our endeavors represent one of the the first instances of applying PD to a venue that critically interrogates the societal impacts of AI, fostering a niche in which critical scholars are free to voice their concerns. Finally, this work advances large-scale PD theory by providing an effective case study of a co-design paradigm that can readily scale temporally and epistemologically.

Voices in the Loop: Mapping Participatory AI

Participatory approaches to artificial intelligence are increasingly documented across public, civic, and humanitarian settings, but evidence about how participation is organized remains fragmented. This paper reports on the construction of an open repository and interactive atlas of participatory AI initiatives, using records harmonized from Maga~na and Shilton's Trustworthy AI corpus, and additional audited cases from research and practice. We contribute three elements. First, we specify a reproducible protocol for discovery, vetting, harmonization, geocoding, provenance tracking, and release-based publication of participatory AI records. Second, we report corpus-level patterns in geography, participation tiers, lifecycle loci, organizational form, verification status, and remaining documentation gaps. Documented initiatives remain concentrated in a small number of countries, while participation is most often coded at problem formulation, evaluation, and governance rather than model development or training. Third, we show how the atlas operationalizes a design and governance framework for participatory-by-default AI infrastructures through versioned releases, record-linked issue and annotation channels, schema feedback workflows, and redaction or restricted-disclosure requests. The atlas is intended to support comparative research, policy learning, and community scrutiny through a living inventory that can be updated, contested, and reused.

AI From the Margins (AIM): Rethinking Participatory AI Design Through the Lived Experience of Minoritized Communities

Artificial intelligence (AI) can reproduce and amplify the structural inequities faced by minoritized communities. Participatory AI has been proposed as a response, but participation typically starts after problem definitions and success criteria have been set, leaving limited room for minoritized communities to reshape what an AI system is for. We propose AI From the Margins (AIM): a methodological stance that articulates the conditions under which lived experiences of minoritized communities can be elicited, centered, and carried forward to inform participatory AI design. AIM is not a fixed protocol; it articulates a set of preconditions that can be enacted through different techniques in different settings. We applied AIM in a Dutch healthcare context in eight sessions with 13 women and non-binary people of color and five municipal policy workers, namely through (1) narrative elicitation using the Biographic Narrative Interpretive Method (BNIM); (2) co-constructed rule-making; (3) participants' determination of whether, where, and how AI should be involved; and (4) translating lived experience into AI policy through dialogue with policymakers. In their reflections on the sessions, participants described the engagement as substantive and called for its continuation, demonstrating how preparatory orientation fundamentally grounded in lived experience shapes what participatory AI design is for.

Habermolt: Delegating Deliberation to AI Representatives

Deliberative democracy arguably leads to better collective decisions, but is fundamentally constrained by human attention and bandwidth. While recent AI-mediated deliberations scale participation by synthesizing inputs from many humans, they remain time-intensive for individual users. As AI models become increasingly capable, AI systems are being deployed not only to mediate deliberation between humans, but to represent humans in it: where AI agents deliberate on behalf of human users. We call this paradigm AI-delegated deliberation. While it promises unprecedented scale for democratic participation, it introduces qualitatively new design and alignment challenges that are poorly understood and under-theorized. To study these dynamics empirically, we deploy Habermolt, a public platform for AI-delegated deliberation. We evaluate its effectiveness along three dimensions that we use to organize any deliberative system: representation, aggregation, and revision. We use these observations to illuminate the design decisions future AI-delegated deliberation platforms must confront, contributing to the broader research agenda for scalable yet trustworthy AI representatives.
